Display Energy Certificate (DEC)

What is a DEC?

The Display Energy Certificate is a legal requirement that applies to any building for use and occupation by the public – e.g. doctor’s surgeries, leisure centres, hospitals and libraries.

This means DECs are particularly relevant across many public-sector and healthcare buildings, including NHS and other publicly occupied healthcare facilities.

The DEC rating is based on actual energy usage rather than on an estimate. As such, it provides more accurate data and can be used as official evidence for display purposes. We will carry out the survey and advise you on how to improve the energy performance of the building.

DEC vs EPC: what is the difference?

A Display Energy Certificate is different from an Energy Performance Certificate.

An EPC assesses the energy performance of a building and is commonly required when a property is sold, let or constructed.

A DEC is based on actual energy use and is designed to show how efficiently a public building is operating.

For public sector and healthcare estates, both can be useful. The EPC helps understand the building’s asset rating, while the DEC gives a view of operational performance.

Who needs a Display Energy Certificate?

Display Energy Certificates are most relevant for buildings that are occupied by public authorities or frequently visited by the public.

This can include:

– Council buildings
– Libraries
– Hospitals
– Healthcare buildings
– Doctor’s surgeries
– Leisure centres
– Schools and education buildings
– Community buildings
– Other public buildings where energy performance needs to be displayed

A DEC shows the operational energy performance of the building, based on actual energy use rather than only the design or construction of the property.

How Murton & Co can help

Murton & Co can carry out the assessment, produce the Display Energy Certificate and provide the accompanying Recommendation Report.

We can also help public sector and healthcare clients understand what the rating means, where energy performance could be improved and whether wider EPC, MEES or building performance advice may be needed.

If you are responsible for a public building and need a DEC, speak to Murton & Co before the certificate becomes urgent.
